Workforce Pell eligibility turns on fourteen federal criteria. L5 screens a course against every one of them in order, and shows which criterion decided the result.
The criteria are evaluated in order, and the first one that fails is the one that decides. The finding therefore arrives with its reason already attached, rather than as a colour to be interpreted. Figures are read only from labelled lines in the source document, and the reading is reported beside the result so it can be checked against the original.
34 CFR 690.92(b) requires 4 to 15 semester credits. The syllabus states 3.0 semester credits, read from the labelled line Credit Hours: 3.0. Three is below the floor, so the program cannot qualify however the remaining criteria resolve.
Four criteria returned no data rather than a failure. They are answered by institutional records, not by a syllabus, and L5 does not infer them.
These are the statutory limits, applied exactly as written. A program that misses any of them by any margin is not eligible, which is why the screening is worth doing before an application is prepared rather than after.
L5 screens documents against published criteria and reports what it finds. Eligibility is decided by the institution, its accreditor and the Department, on the record the institution submits. Nothing L5 produces is a representation to either.
